    the discount rate for whole life carbon

    Not necessarily the same discussion. They may be referring to a carbon rate for the evaluation of buildings. If so, a positive rate (in finance) will work out as a negative rate in carbon (because future oil supplies will have more utility to future generations than us).

    But they may not realise this. They may think a rate in carbon equals a rate in finance.

    Needs a qualified economist to explain?

    It also affects existing buildings because a positive discount measured in carbon effectively sets a very low future value rate on the existing embodied content of very long life structures.

    This would impact quite a bit on the evaluation of historic structures (ie not good)

    I have to admit there's a small part of me that didn't want to mention this :bigsmile:
