    The idea of being penalised (presumably fined) for not having sufficient insulation is new

    I heard a target of 1,000,000 homes per year for twenty years

    Interesting, anyone know any more details?

    was this something to do with targets for energy efficiency of residential lettings? I recall reading something about that and local authorities having powers of enforcement over landlords?

    I going to have a wild guess here. Someone on the extreme fringes of the green movement, for whom reality is a dim & distant concept, proposed something like it. The Daily Mail or Sun got a hold of it, and ran with it. Both sides need a through kicking - or ignoring.

    There was something on the radio yesterday morning, but I think it was about a green parliamentary paper, better known as blue sky thinking.

    Private rented houses are required to be E EPC by 4/2018, D by 2025, C by 2025 ... with certain exceptions.

    Iirc it is a Coalition Measures.

    Problems are poor EPC algorithm for solid walled properties, amongst others.

    Fines are up to 5k per breach.

    It will cause unimprovable properties to be sold into the OO sector, just as Councils sold theirs off into the ORS in the late 1990s.
