    Hi saw this today

    Sorry for Wales only, but wondered what everyone thought, and thought some of you planning new builds would be interested, although most of you on this forum would probably think of these targets as a starter for ten........

    This is the Welsh Assembly's attempt to bring the 'Merton Rule' into Wales and they have been stumbling about trying to do this for a couple of years now. This is just the announcement of the latest round of 'consultation' that runs till October.

    They are also attempting to bring zero carbon houses in via a local version of the Building Regulations where larger political machinations (devolving control from Westminster) are clouding the issues.

    The environment minister mentioned is coming to visit Penwhilwr; my straw bale house next week..

    definitely too late for the major development of apartments around swansea docks that have all been specified with electric panel heaters. 10% !!! didn't wag once have 'aspirations' to be developing 'zero carbon' housing by 2012.
    too little political leadership (can you call following others leadership ??) too late to have an impact when it is needed.
    was it a bird, was it a plane, no it was an opportunity to show real political leadership.. oops.. thats was close.. oh well, lets just go back to our big expensive building and look at the pretty boats on the water.
