I found lots of links to Johnsons making these statements over a European army HQ in Brussels, here are just a few. Over the next couple of years the EU army will be introduced.

Boris Johnson has denied claims Britain is seeking to block closer EU military co-operation despite reports of a row.
The Foreign Secretary insisted the UK is "not going to stand in their way" as EU member states prepared to discuss moves to enhance the bloc's collaboration on defence.

We won't stand in their way' Boris says Britain won't block EU plan for own military HQ
BORIS Johnson this morning indicated that Britain will not seek to block Brussels’ plans to establish its own military headquarters despite the Government’s previous resistance to the idea of an EU army.

Britain will NOT stand in the way of a military headquarters for the EU, says Boris Johnson as he urges the bloc to spend more on defence

Boris Johnson plays differences with EU over military ambitions
"If they want to come together... with other arrangements, then we don`t want to stand in their way. We just (need to) work on the language to make sure that we get it totally right," he said.

Everyone is more occupied with the vastly more important issue of how Trump misspells a word on Twitter.

So "EU:- in or out?" has an acute meaning, viewed from the verandah?

Too right, especially with the inability of most of the EU (UK included) being incapable of controlling immigration/migration and I don't see brexit solving this (e.g.non EU migration today) And of course the terrorist issues are getting worse and the UK is happy to leave all the EU crime prevention infrastructure and walk away to do their own thing (Mrs Mays insistance that she is prepared to walk away without a deal)

Oh look, further intergration towards a federal superstate and the creation of an EU Army
    https://www.rte.ie/amp/1024688/

"Chancellor Angela Merkel has said that a new Franco-German friendship treaty was a step toward the creation of a future joint European army.

Ms Merkel said the pact aims to build a Franco-German "common military culture" and "contributes to the creation of a European army".

President Emmanuel Macron and Chancellor Merkel signed the deal, which pledges deeper economic and defence ties as well as commitment to the EU, in the German city of Aachen."
  8.
And the 27th of May 2016, 1 month before the referendum vote UK mainsstream media telling referendum voters that the idea of an EU army being created is pure fantasy

    https://www.theguardian.com/politics/2016/may/27/is-there-a-secret-plan-to-create-an-eu-army

    "
But, contrary to reports, it will not propose an EU army. “There is absolutely no plan to set up an EU army with the global strategy,” a spokeswoman for Mogherini said."

"Nick Witney, a former chief executive of the European Defence Agency, said no one took the idea of an EU army seriously."

"Paddy Ashdown is also sceptical. The former Liberal Democrat leader, who led the EU’s mission in Bosnia, said the idea of an EU army was “nonsense” and “for the birds”.

    Three choices

    a) don't have armies

    b) if you have to have armies, make them as effective as possible - scale, coordination

    c) if you don't trust your 'allies', to throw in your lot with them, then Brexit in every way.

A Franco German Army,..... mmm..... what command and control language to use,.... English?? Non... Nein. Inside or outside of NATO?..... Will Berlin have a finger on France's Nuclear arsenal ?... oops!
Despite all that, it could still happen.

That's a shoot-self-in-foot thought. Why not a Franco-German-British army - which wd certainly use English and would have two nuclear buttons therefore some control protocol hammered out.
  11.
AFAIK any European army would need the agreement of all members of the EU and could not be mandated by Brussels. A majority vote would not do it! And I can't see any country giving up its control of its nuclear arsenal. Oh and there is also Germanys historical baggage that would preclude anything other than defense and peace keeping.

Inside or outside NATO? Probably alongside.

Command and control language I suspect would be English. There are 'war games' already taking place in Hungary with joint services and from talking to the participants English seems to be the common language (as it is in commerce) and I don't see Brexit changing this - for either activity.

From a personal view point, my great uncle was an officer in the Belgian army in the 14-18 war. His role was important as he spoke both French and Flemish at a time when the 'officer class' was French speaking and the 'other ranks' spoke Flemish. He told of significant problems with command and control without a common language, at times costing lives, so a common language would be essential and English is already probably the most common language (as a second / third language) in the EU

LoL - a Franco-German army, Putin pointing the 3rd Shock army down the Fulda Gap - Trump pulling out armour left right and centre, Mutti crying on the phone to Whitehall, PMTM sipping G&T in Chequers murmuring, "Not my Circus, not my Monkeys"

    What could possibly go wrong

    Regards

My Goodness fostertom, you are overly sensitive, I was being facetious, flippant. Never mind; that humour fell on deaf ears.
Command and control in NATO is English hence your Hungarian military exercise analogy. As a bi-lateral Franco German arrangement, which is, for the moment what is being talked about, there may be no such requirement although common sense would most likely dictate it is.

How do we build a green bomb shelter? No concrete, no steel. What thickness of oak and sheeps wool would we need?
  12.
This the creation of a EU army, not just a bi lateral agreement.
Germany runs the EU, the rest of the members will follow.

But apparently when the UK population voted, an EU army was nonsense conspiracy talk

Bot; It looks as if it's being wrapped up like that at the moment,- rightly or wrongly, but I guess it's another step towards a Superstate. Flag, Anthem, Army, Airline, isn't that the way it goes.
