3) Subsidise insulation at source (no fancy schemes, just reduce the price of the products, GO should be happy enough to allow this to happen...)
Not sure the cost of materials is a big problem.
Posted By: wookey…largely because of the 20% VAT on retrofit/5% new build.It's 0% on new build for most stuff. 5% is for retrofit of something which hasn't been inhabitable for 5 years or something like that - can't remember the details.
