That was actually a headline in one of the red-tops! Something like: "Half of all schoolkids are below average, says Ofsted".

And they all have less than two legs, arms, eyes, ear lodes. But does depend on which average you use.

May have a word with the neighbours and see if we can get the 3 lamps turned off and and get a 90 quid rebate on out council tax, only £7.5 a year, but we are 'all in this together'

Various UK councils are implementing large streetlamp replacement schemes to make them all LED and remote-switchable, so that's underway already. It was several million quid to change all of them in Brum, but they still save money quite quickly due to reduced power, dimming options and switching options.

Most "street lighting" is unmetered - there is just a simple agreement for an unmetered supply based on a defined load and fixed hours - hence the tarrif is low because you pay even if half the lighting is off due to lamp failures etc.

The tarrif is negotiable if there is evidence that upgrading/remodelling has resulted in lower (or higher) demand.

    Regards

This reminds me of Garrison Keilor's quip about two not-so-bright neighbours in Minnesota who moved to Florida 'thereby raising the average intelligence in both places'.

Surely a lamp post simply has to be long enough to reach down to the ground?

Nice one. But there is something implied in the use of the word "tall".

But still love it. Thanks for the laugh on this cold-snapped snow-covered morning.

Wish my legs where longer, then I would not have to wear 70's platforms to get them to reach the ground.
What is this snow you talk of, washing on line here

    Walking the dog at 07.15 this morning. -1.1 with a wind-chill = -3.0

This is what happened here last night, not as cold as I expected, plus it stayed a bit damp and no wind chill to speak of, as we're down at the bottom of a valley:

There isn't any down here, never is, and I even went up Bodmin moor today.

BS 5489 covers street lighting requirements but I note it is very expensive to purchase these days , possibly available in technical libraries. Architects used to favour bollard lighting in pedestrian areas. Engineers referred to it as B*ll**k lighting as that was the only area effectively illuminated.

Should switich them all off and make everyone buy their own torches. Puts the decision making back into the hands of the people then. Literally.
