Firstly may you excuse my ignorance on the topic.

Am I right in saying that with a few days training using approved software I can do SAP and SBEM ratings but will need extensive training to produce and issue an EPC?
  2.
SAP and SBEM are more complicated than EPC which is derived from SAP, however curiously the former with the use of free accredited software can be acceptable to building control for the purposes of Part L compliance. However to provide the latter you have to pay thousands to get trained and certified... go figure...

To be honest neither should be done by anyone who hasn't been both trained in the design of the software and in the design of buildings.

Interesting, thanks James. There certainly seems some diverse criteria to be meet when comparing SAP/SBEM to EPC.

Totally agree with your last comment. It can certainly undermine professionals that have been studying the subject for years.

    Thanks

I am a provider of a free version of accredited sap software which can be used for part L compliance. The software can be used in conjunction with the napit.org.uk accreditation scheme which is not £1000's per year but £295. The reason for the costs of the scheme is in the quality control procedures to ensure the data on the government server is correct. Without the quality control the whole thing would be pointless so £295 is actually very reasonable. Believe me I have looked at hundreds of projects from a technical support perspective and we do need a quality control system. if you interested you can download a free version the software www.completepicture.co.uk

National Calculation Methodology - software tools for Part L 2010
Important Notice - iSBEM_v4.0 software update

The department for Communities and Local Government (CLG) has completed its revision of Part L of the Building Regulations for England and Wales, to take effect from 1 October 2010. New Approved Documents and Building Services Compliance Guides were published in April and copies of these documents can be found at http://www.planningportal.gov.uk/

The National Calculation Methodology (NCM) has been changed too and this site provides access to SBEM v4.0.c, its Technical Manual and the NCM Modelling Guide 2010 which implements these changes for buildings other than dwellings.
