    Can someone tell me the exact date Part L 2010 kicks in (I know it's now slipped to October but I can't find a date anywhere), and the stage of a project by which the requirement to comply with the 2010 version is determined. That is to say, is it for builds started after that date? Or what?

    Normally you need only comply with the regs that are in force on the day you make your Building Control Application. Not the date you complete.

    You can whack in a grossly incomplete Full Plans Application, or alternatively a Building Notice Application (which requires almost no plans at the time of application), just to register the application before the deadline.

    You cannot use a Building Notice for a new build, it has to be a full plans application.

    So they don't have to have started construction, or even necessarily have finalised detailed plans to apply?

    We're talking major refurb, not new build.

    In that case [as Tom says] a Building Notice will suffice. Can be submitted any time up to 24hrs prior to comencement of works. I expect there may be something in the small print regarding how long a Notice remains valid prior to comencement. You can download a BN application form from any Local Authority website

    There's a new Part G too - with the implementation date already postponed from this October to next April.
