    Has anyone heard anything about when this is due out. They are supposed to be in force this October? Scotland released the equivalent technical standard last week.

    This Scottish document is the 2010 Technical Handbooks - Domestic Section 6 Energy - which comes into force on October 1, 2010.

    On the 18 June 2009, Communities and Local Government published the Proposed Changes to Part L (Conservation of Fuel and Power) and Part F (Means of Ventilation) of the Building Regulations: A Consultation Paper, which sets out the proposed changes to these Approved Documents that are planned to come into force in 2010.

    The consultation proposes a range of measures, including a strategy for training and dissemination, designed to further improve the levels of compliance and performance in buildings. The consultation closes on the 17 September 2009 and you can download a response form on the Communities and Local Government website.

    The UK Government is currently considering transferring responsibility for Building Regulations in Wales to the Welsh Assembly, in which case these proposals will only apply in England

    I replied to the consultation back in Sept last year. As a SAP software developer I have a vested interest and I am very concerned about the timetable for implementation. Your comment regarding the Welsh assembly is scary, its bad enough having to produce a separate version of the software for Scotland. We should be harmonising not fragmented regulation.

    Update - just found this.

    I notice that it says that the fuel factors don't change, but that's not true. So handle document with some caution.

    With our current Part L only issued in 2008 - Part L in Ireland is set to be revised again - here is the Draft for public comment .

    It requires a 60% improvement vs Part L 2005 i.e. will require performance "akin to Passiv House standard" to paraphrase our Green Party Environment Minister John Gormley .

    Some very useful tables are included on pages 72-81. They are a matrix of Ψ values ( for varying elemental U Values ) for all the assembly details in the set of Acceptable Construction Details ( similar to UK Accredited Details )

    About this time last year the DOE here publicly tendered the thermal modelling process to produce these tables .
