    Great news, Exeter Council has now shown that it as cheap to build to a good low energy standard as it is to merely build to hit building regs. http://apps.exeter.gov.uk/dnRSS/ShowMediaReleases.aspx?ID=1925

    From now all social housing new builds should adopt this approach and the big develpor will follow or literally get left out in the cold.

    It's great that Exeter have joined the group of councils and housing associations that have been and are building to the Passivhaus standard and even better that they appreciate the point of certification.

    And it would be great if more did and if big developers followed.

    But I don't see anything about the cost of those builds? Where is the evidence for that claim?

    £1400/m2, I was told at a presentation 2yrs ago.

    As PassiveHouse Plus mag constantly demonstrates, PH can be on a par, sometimes cheaper, that Bldg Regs standard (albeit the higher Irish Bldg Regs standard).

    Part of that equation is the drive that PH enforces, to simplified form and minimised external surface area, which immediately gives lower cost as well.

    As an "insider" I simply cannot trust any Council or Govt figures, since I actually know how easy it is to hide the true costs by charging them against large amophorus accounts, or "forgetting" to factor in staff costs, or Consultants etc etc.
    The way they do for Cllr. attended conferences=junkets, only publish the actual conference costs, as if overnight allowances and travel was mysteriously free.
    Plus reading glowing praise in various (albeit local) papers for events that were a total flop, & at considerable expense.
    So, a VERY large pinch of Salt required in reading any Council published report, especially about itself.

    Tom,
    I cannot see how either;
    (i) entirely honest decent builders,
    or
    (ii) thieving conniving unscrouplous builders, can hide their costs.
    Since, they do not have a bloated public purse paid infrastructure to hide behind.
    Simples, really!
    N.B.
    Many "Council" estates are (at least here in NI) are much less dwelling per acre dense than private estates, yet still the private estates are generally tidier, yet still "they" squalk about Social inequity/inequality.
    We are all different, no amount of Social Engineering, well meant, or indeed often otherwise, can ever change that bare, & uncomfortable to some, but unchangable fact, nor account for the vastly different standards of living, and life expectancy, enjoyed by those on the same nett incomes, but from different backgrounds/value systems.

    I still recall my dad telling me that they could not install insulated hot water tanks in council flats, as the tenants removed the insulation to get the airing cupboard back! I have to think what will be done for a Passivhaus…..

    I can recall mine harrumphing that no one cared about insulation because many were on free coal for life...
