I bought a new bungalow with an attached garage which was built in 2002 . I have noticed that the dividing wall between the dwelling and the attached garage which is a cavity wall is not insulated, all the other outside walls are insulated . Is this the normal procedure or can I approach te builder to have wall insulated.

    it is a small area.

round here, the minimum charge for cavity wall insulation is around £150, which covers an area greater than two walls of a garage.

    seems worth it to me.

If it was built in 2002 the chances are it passed building control under the 1995 version of the regs. The required value for a semi-exposed wall like this was 0.6 W/m2K if the elemental method was used to calculate it (practically everybody used this method, but there were options) An uninsulated cavity wall made of dense block both sides comes out at about 1.8 W/m2K- with u values it's the lower the better (low = more insulation) so your wall didn't comply at the time but nobody noticed.
I doubt the original builder is going to do anything about it now, but as the others say, it is worth doing as the investment of £150 will pay back pretty quickly.
    Hope that helps
